GRANT ASSISTANCE FOR GRASSROOTS HUMAN SECURITY PROJECTS (GGP)

Vision
To foster development initiatives at grassroots level, through promoting participation and ownership in sustainable self-help efforts, aimed at improving the country’s overall socio-economic status and living standards of the people, and achieving lasting peace. |
Mission
To ensure timely and appropriate support to the neediest people and areas, that may not necessary fall immediately or directly under Japanese assistance provided to the Government of Sri Lanka through bilateral grants and loans, and /or technical cooperation assistance. |
GGP Focus Area

- Projects which provide significant benefits to communities
- Projects which fulfill urgent humanitarian needs
- Important projects in term of basic human needs and human security

Criteria and Eligibility required to Apply for GGP Assistance
-
Local and /or International NGO and CBO who are registered with the NGO Secretariat and have adequate experience in implementing projects at grassroots level
-
Local Government Agencies such as schools, hospitals and Local Authorities
-
Agencies under the Central Government and International Organizations are not totally excluded from funding, but limited only when other agencies are not eligible to implement a project.

Components Supported and NOT Supported

Costs which directly necessary for implementing particular projects would be supported.

With the object of encouraging self-reliance efforts, the following components are not be supported;
-
Enhancing the Capacities of the organizations and the construction of office building(s)

Projects not directly related to economic and social development or human security (eg. Research & Education, Research institutes, Cultural Events, Sports events etc)
-
Individual requests, individual benefits, Foreign Travels
-
Religious Activities
-
Private Enterprises
-
Any form of taxes including the payment of VAT

How to Apply for GGP Scheme and Procedure After Applying
-
Project proposals/ concept papers (English/ Sinhala/ Tamil) are accepted throughout the year. However, if proposals/ concept papers are to be considered for funding within the Japanese Fiscal Year, which runs from April 1st to March 31st, applicant should submit proposals/ concept papers before September. The Embassy of Japan will prepare an Annual Plan of funding in April, and its Applicant’s advantage to submit proposals by March for early screening.

If the project is selected for funding or rejected, applicant are informed by the Embassy of Japan after screening process is over.
